Pre-Construction Manager

About the Role

The Construction Management Office (CMO) leads worldwide construction activities ahead of handover to Construction & Commissioning (C&C). The team sets global standards, oversees budgets and schedules, and ensures that safety and quality requirements are met across all regions. Within HVDC, the mission is to drive consistent processes, strengthen knowledge and competencies, and equip projects with the resources and tools needed for costeffective execution in line with contractual, schedule, quality, and safety expectations.

In this role, you will work from a homeoffice environment to support HVDC projects during the Sales Phase, preparing all C&Crelated preconstruction documentation, inputs, and detailed reviews. You will play a central part in developing and implementing the projectspecific C&C preconstruction strategy—from the initial tender stage until all subcontract agreements within the C&C scope have been executed.

How You’ll Make an Impact

  • Develop preconstruction strategies by reviewing tender documents and collaborating with Engineering, Tendering, SCM, and other key departments.

  • Prepare highquality tender inputs, including construction methodologies, site logistics, technical clarifications, risk registers, value engineering proposals, and C&C Time Schedules.

  • Conduct site visits to assess feasibility, identify risks and opportunities, and deliver clear sitevisit reports for internal stakeholders.

  • Engage with subcontractors, suppliers, and design teams to review inquiries, evaluate capabilities, and support development of subcontracting strategies.

  • Analyze tender bills of quantities, manpower needs, and temporary site facility requirements to ensure accurate planning and robust execution strategies.

  • Prepare and further develop C&C Time Schedules and Execution Strategies for both sales and handover phases, supporting smooth transition into project execution and alignment with EPC milestones.

Your Background

  • A university degree in engineering (preferably construction management or a related field), combined with several years of experience in the construction industry.

  • Solid background in EPC projects, with proven experience in preconstruction and estimating work.

  • Strong experience in both design and implementation phases within construction or related engineering fields.

  • Proficiency in cost estimation, project scheduling, and risk assessment, with familiarity in tools such as Building Information Modeling (BIM).

  • Strong leadership and projectmanagement capabilities, paired with excellent communication skills.

  • Fluency in English and preferably an additional language relevant to the region of responsibility.
